Hyperlink Underlines Inconsistent when Exporting PowerPoint to PDF

I am exporting a report designed in PowerPoint which includes reference hyperlinks (attached screenshot). Each time I export the file to PDF, there are a few hyperlink lines that appear heavier than the others. Is there a way to rectify this PDF situation? In particular see footnote 7 and 10.

    Your PDF software is producing this effect. Trying zooming and observe the difference in appearance. If you're using Acrobat, try Edit>Preferences>Page Display and uncheck Enhance thin lines. Your software may call this feature something else and the preference may be in a different location.
