Lookup Table VALUE Error Query

I get '#VALUE!' Error for a few of my lookups. I've tried all the things that 'HELP' told me to do but still cant find it. This is the formula =VLOOKUP(SUBSTITUTE(B12584,"~","~~"),Lookup!$F:$H,2,0).

It works for some cases but not sure why it isn't working for others.

    That formula looks correct. Share the download link of the MS Excel file.
