As per your description, it seems that you are trying to access OneNote saved in OneDrive, however, error "content not available" prompts.
If my understanding is right, based on the error message you are getting, generally, this issue occurs for one of the following reasons:
- Your OneNote Notebook content is not synced completely with the SharePoint Online or OneDrive for Business server.
- You are disconnected from internet.
- Your account is not authenticated (that is, you are not signed-in).
- The OneNote client is offline.

Since you have tried "opening it on my actual OneDrive and it gives me the same message.", we’re afraid that this page content may have lost, given this situation, we do understand the inconvenience caused by it. However, we’d still want to provide some suggestions below and hope that will help you:
- You can share this notebook to the others to check if the others have the same problem. If not, you can move the available content to a new section.
- If the suggestion above doesn’t work, and you have mentioned that this notebook is saved in OneDrive for business, please follow the steps in Restore your OneDrive to check if possible to restore the content to a previous state.
- You can also try to go Misplaced section to see if your section is there. Misplaced section always save unsynced pages or sections automatically for you when you close the related notebooks without syncing them well.
At the same time, to avoid this situation in the further, please make sure that your data is synced successfully by checking the sync status icon before you exit your OneNote session, you can also go to OneNote Online to check if you have synced the content successfully.
