There is no separate button. Click the ⌵ on the right edge of the Get Data (Power Query) tool at the extreme left end of the Data tab of the Ribbon.
Alternatively, you also can launch it by opening the Data menu in the main menu bar.

Per your description, the button Launch Power Query Editor is missing in Excel for Mac.
We tried testing in Excel 16.71 on macOS Ventura 13.2.1. We can see the button Launch Power Query Editor in Data tab > Get Data(Power Query), as shown below.

Power Query Editor is now available in Excel for Microsoft 365 for Mac version 16.69 (23010700) or later.
We notice that you have Excel version 16.71. If you still don't have the button, we're afraid it may because that the feature hasn't been released to your Microsoft 365 account.
