Distribution list doesn't work with external emails despite setting

We have set up distribution lists and selected the option to allow emails to the list address from outside the organization. However, any emails sent from an address outside the organization are not delivered or are delayed by several hours. Emails sent by an address within the organization to the distribution list address are delivered instantly. How can we fix this?

    Hello Club Manager,

    Did you run a message trace to see where the messages are getting hung up?
