azure.cosmos nuget third party notice

When I try to add Microsoft.Azure.Cosmos 3.20.1 version NuGet package, get the ThirdPartyNotice.txt file with it. In that file add something like send $5.00, including the product name, the open source component name, platform, and version number, to: Microsoft Corporation. Can anyone help me with that why I get that type of notice?

    You do not have to pay any money to use the NuGet package.

    The ThirdPartyNotice file is bundled on various open-source repos to acknowledge the use of third-party components used in the package.
    The notice is relevant to you only if you intend to obtain the source code for the third-party components used in the package.
