Create Defender Threat Policy Throws Error "Client Error" With Unhelpful Statement

I am a Global Administrator on Microsoft 365 account. When I try to create a new Defender AntiPhishing Policy, I complete all of the wizard steps and at the very end of the process, I get this message:

Client Error
An error occurred when creating the policy. Please review your settings and try again.

It does not matter what settings I seem to check or uncheck. Even trying to use the most basic default settings still throws the error.

Are there are any known common causes for this error?

Also, does Microsoft offer any kind of enterprise support to help address something like this? I am worried there's something weird with my Microsoft 365 configuration that I may not be able to resolve without assistance from a Microsoft 365 engineer.

    I believe the problem was that I had two domains listed in the list of Domains to which the policy should be applied. I had to drop the secondary domain and use only the ****.onmicrosoft.com domain.

    The error went away after changing to xxx.onmicrosoft.com
