Using offset, match, and counta formulas to create dynamic drop down boxes, but only the first dropdown list is working correctly. Any Ideas would be greatly appreciated

Working off of two sheets 1 is the chart with all of the assets, 2 is the data validation. I am able to use the drop down list as I would like in the very top cell but the rest of the 1800+ cells below that are not reacting correctly. Any ideas are welcome!
