User keeps showing in User Info List of Sharepoint Online even though deleted through PowerShell

Hi,

We have quite a few non-existent users that keep showing up in the User Information LIst of Sharepoint Online. We tried removing those users from PowerShell based on the steps given here https://learn.microsoft.com/en-us/sharepoint/remove-users

However, the user still keeps showing in the User Information list. Also, I do not get any 'Delete' option when I select the user ( I am the Sharepoint Admin).

Any help on this is appreciated.

Thank you.
