OneNote - collaboration and export issues.

I am working in OneNote for the first time, and I am struggling to share OneNote notebooks so that other users can make changes and export the file for sharing as an attachment and not a link.

When I share through the desktop app, I can only send a link that takes you to SharePoint online. Once it is opened online, I am the only one who can edit or open the document through the app. I'm assuming this is because I'm the "owner" of the document. But I even tried giving my coworkers full editing access, but they were still unable to edit through the desktop app. They can only make changes on the SharePoint link, which is fine but why aren't they able to open it on their OneNote desktop app??

My end goal is to have a collaborative OneNote notebook that allows each user to export the file as an attachment. Currently, the only way we can collaborate is through the online version, and once we are ready to export, only I am able to do so.

I hope that I have explained this properly! I am hoping that what I'm looking for is possible.

    Good day!!

    Per my test, if you are sharing the OneNote Notebook to other users who are part of your organization, the users with at least edit permission will have option to edit the shared Notebook in the OneNote application.

    However, if you are sharing the Notebook with Anyone link, the internal users or external users who are part of the organization will not have option to edit the Notebook in the OneNote application. If you have given access to the Notebook with the Full Access permission, then should see the Open in the Desktop app:

    Since you have already shared the Notebook with the Full Access permissions, but user is not able to see the Open in Desktop app under Editing, please ask the user to access their Office 365 portal in the InPrivate browser and access the OneNote Notebook link to see whether they have Open in Desktop app under the Editing.

    If still the same issue, can you please check the same behavior with the different Notebook and see the outcome?
