How to open CSV file in Excel with correct encoding?

I converted a set of 300 Word files to txt files and the outputs were correct. I then pushed the folder of txt files into a CSV file using UTF-8 text encoding and the output is correct again. When I open the CSV file in Excel it fails to read apostrophes and nearly every special character. Do I need to force Excel to use UTF-8? What encoding does Excel use? Why is it not opening a simple file correctly?

    You can choose the input file encoding as below:

    File > From Text/CSV > choose the file origin: 65001: unicode UTF8
