Error message "This command isn't available"

Windows 10. Microsoft 365 16.0.16130.001

In EXCEL at Formulas I click Date & Time, which displays

I click Tell me more and it gives this error:

I'm the administrator and I haven't turned off any service. Unless perhaps I did so accidentally, in which case I probably didn't understand the implications of doing that, and of course I wouldn't be able to recreate the situation.

    As per your description, first please close your all Excel file application and then in an Office Excel, click File > Options, locate to General > Privacy settings. Make sure “Enable optional connected experiences” is checked.

    Re-open Excel file and see if there is difference.

    1. What’s your Excel version? Open Excel > File > Account > Production Information and share a screenshot of it.  (Please mask your private information.)
