Does Microsoft provided a Visual Studio VB.Net package / access for personal use for those of us on pensions in the "senior citizen" category?

I'm a retired (71 years old) programmer and am wondering if there is an affordable (reasonably priced) version of Visual Studios VB.Net available to upgrade from the Visual Studio 2010 Framework 4 version I presently own.
