Hi there,
I use the sample: react-script-editor-onprem https://github.com/pnp/sp-dev-fx-webparts/tree/main/samples/react-script-editor-onpremfor testing on my SharePoint 2019 On Premise environment. I have installed and feature was enabled successfully in my communication site as shown below. But I cannot add Webpart from Toolbox, because I cannot find it inside. Does anyone have any ideas on it ?? Thanks

Per my test, I could reproduce this issue on my end. Cannot find the webpart in Toolbox afert add the app. However, everything works fine in a team site.

In your appcatalog site, go to http://sp/sites/AppCatalog/Lists/ComponentManifests/AllItems.aspx. Can you see the wevpart in the list?
And in your team site. Go to http://sp/sites/team/_api/web/GetClientSideWebParts, can you find your webpart listed?

@MichaelHan-MSFT , I can find it from these two url
http://sp/sites/AppCatalog/Lists/ComponentManifests/AllItems.aspx and http://sp/sites/team/_api/web/GetClientSideWebParts. But I still cannot find in my toolbox :(

Yes, it's correct. Recently I installed the latest CU( August 2021) for SharePoint 2019, and this web part now works both for team site and communication site.
You could try to install the CU and check if it works for you :)
