Event Viewer should show you the processing of Group Policy Preferences, look there first for errors.

The user 'wallpaper2.jpg' preference item in the 'Satya_test Wallpaper_policy_ {33B93680-81B5-415F-B68E-0E0B3A7A510A}' Group Policy Object did not apply because it failed with error code '0x80070002 The system cannot find the file specified.' This error was suppressed.

but i can access that file through UNC and path are correct

The Group Policy settings for the user were processed successfully. New settings from 10 Group Policy objects were detected and applied.

use FQDN in path and also check if the computer account has read rights to the file.
