Why is "Forms for Excel" not available from the New dropdown list in Teams or Sharepoint?

I am part of a MS O365 Government Tenant. I want to use Forms to collect data and then display analytics in Power BI. I am attempting to use the "Forms for Excel" feature. The "Forms for Excel" option does not appear in the "New" dropdown list.

I see the "Forms for Excel" in the Edit Menu list.

Why would I not have the option to create a new Forr for Excel from the New dropdown menu.

    Forms for excel is generally available to Office 365 Education customers, Microsoft 365 Apps for business customers, and customers with a Microsoft account (Hotmail, Live, or Outlook.com). You may check following Microsoft article as shared:

    I am so sorry for that you are using MS O365 Government Tenant which does not support this feature. As I know you want to use Forms for Excel, here is the guidance to set up it if considering available situation:

    Set up Microsoft Forms - Microsoft Forms Admin | Microsoft Learn

    Hope this would be helpful. For my suggestion, you can submit your feedback via SharePoint · Community (microsoft.com) to improve this feature.

    Am I understanding correctly that I cannot use the "Forms for Excel" feature in Sharepoint of Teams because I am using a Government Tenant?

    The option doesn't show in the New dropdown list - but it does show in the Edit New Menu..

    I'm not on a govt tenant and I see the same as you - "forms for excel" is checked in edit "new" menu but doesn't show in the new menu. Same for excel surveys. So there's no correlation between the edit new function and what appears which is totally absurd. When will this obvious bug be fixed?
