Onedrive sync issues

I have been having some issues with syncing my files. I annotate PDFs via the Files app on my iPad and have noticed that only some of the annotations will be saved.

For example, I was just annotating a file. After closing the document, the timestamp was '1 hour ago' for the time of last update, and upon reopening the PDF, only the annotations/changes I made over an hour ago had been saved. Further, a duplicate of the same document had been made, but this also did not have the more recent annotations. Is there any way I can resolve this issue?

I do not have the document open on any other devices and my iPad is constantly connected to the internet.
