I cannot delete cells in excel

I am trying to delete some cells as they re not aligning in data records I have.

When i highlight the cells and press delete cells it asks if i want to delete the whole row. It used to ask if i wanted to move cells left, or up.

Looking at the help in here, it says that the file is a table so change it in Table Design. I cannot find Table Design. However, I do have a button to 'format as table', which suggests that it is not a table already!! I am getting very frustrated.

Also note my Help is not working (subject to another question!!)

    IMHO that message is not from Excel itself, looks like a message box from a macro running in the background.

    Please follow these steps:

    Close Excel
    Press and hold the CTRL key
    Open Excel
    Wait for a message to appear and ask for "Safe Mode"
    Release the CTRL key
    Click Yes
    After Excel opens
    Click File\Open and select your file
    Press and hold the SHIFT key
    Click Open
    Wait for your file to open
    Release the SHIFT key
    Test the behavior

    Does the same message pop up if you try to delete the same cells?
