MS Project Web Based, I can't find an option to import excel files into the app. In. regular MS Project there is an option for that. Can you help with that?

Per your description, you mentioned "MS Project Web Based", may I confirm whether you mean the Project for the web?
If yes, from this official article: Project for the web and Project Online desktop client - Microsoft Support, we can know that the Import from Excel feature is not available for Project for the web.

As it currently exists, Project for the Web only allows you to import data from a Microsoft Project desktop file (.mpp file). There is no option to import from a Microsoft Excel workbook, although I would say your idea is a good one. Hope this helps.
It’s unbelievable that this option is not available. Is there a way to convert a .xls file into a .MPP file?

In the Microsoft Project desktop application, you can use the Import Wizard to import data from an Excel workbook into a Microsoft Project (.mpp) file. Then you could import the Microsoft Project file into Project for the Web. Hope this helps.
