In order to you use the Inactive mailboxes functionality, you need to delete the user account. Removing the license does not make a mailbox "inactive", neither does converting it to shared. So as long as you are OK with deleting the account, you can use this functionality "for free", without having to pay anything - the license will be freed after you remove the user.

Hi All,
I have a requirement of enabling retention for whole mailbox of users and I thought to go with the Litigation hold. However, I have the below concerns and appreciate the help.
Do we need to keep bind the license even after employee leave the company or is it ok to assign the license to someone else? for this I have tried to delete the user completely in test tenant and the mailbox transferred to the inactive mailboxes inside the retention. does it mean that, we don't need to keep the license bind to user, does it?
Other thing is, If I convert the mailbox to the shared mailbox when employee leave the company, what are the limitations? when I tried that option, I noticed, the mailbox is not showing up inside the inactive mailboxes anymore.
