It's a long shot but have you tried doing the same thing in another browser or cleared your browsers cache before trying again?
Do you have DLP rules or an eDiscovery Hold that might be preventing it from being deleted? This seems more likely.

I am using the global admin account and am running into a problem with a folder on a Sharepoint site.
A Sharepoint site has a folder in the top of the directory does not have a delete option:
-There is nothing inside of the folder.
-I am listed as the owner of the folder.
-There was previously a Teams channel with the same name which has been deleted.
-There is another folder in the same site at the top of the directory that does have the delete option.
Can someone please provide guidance as to why this folder is not able to be deleted?

As far as I know, if a folder is associated with a channel in Teams, we cannot directly delete the folder(there is no Delete option) in SharePoint, we need to firstly delete the channel from Teams, then go back to SharePoint, the Delete option will appear.
Below is my test:
**Before:**there is no Delete option
After I deleted the channel:
I notice you mentioned
-There was previously a Teams channel with the same name which has been deleted.
Does it mean that if you go back to Teams by clicking the Teams icon next to your SharePoint site name(as shown below), you no longer see the channel which has same name as that folder?
If you see that channel, delete it again, then go back to SharePoint and check the outcome.

At the same time, please share a full screenshot for the folder inside SharePoint library, which will help me have a better understanding of your scenario and help you troubleshoot the issue further.
