Missing library in word reference Microsoft outlook 16.0 object library

the library reference is missing
how can I add a library reference that is missing?
both of these are needed:

Microsoft scripting runtime

Microsoft Outlook 16.0 object library 

only a few references are available this is a business office suite 2022 see picture.

Is there a way to add these manually?

Microsoft 365 and Office | Word | For business | MacOS

    Outlook (traditional) on Mac can not be programmed using Visual Basic for Applications. Therefore, there is no Microsoft Outlook 16.0 object library.

    To program Outlook (traditional) on Mac you can use AppleScript, AutoMator, Objective-C or Javascript.

    As mentioned in one of the threads that Rhoda mentioned, the Outlook 16.0 Object Library should be included with the current version of Outlook. Updating or reinstalling Office should make it available.

    According to https://answers.microsoft.com/en-us/msoffice/forum/all/microsoft-scripting-runtime-not-showing-up-as/73da6c37-97b9-410d-937d-01d9922b97fa to get the Scripting Runtime code you need to install Visual Studio for Mac.
