Microsoft SSRS 2016 - Keeping text box with table when exporting to seperate tabs

Hi all,

I currently have a report which has a textbox followed by a table, and then another textbox followed by another table. I have added page names to the two tables and added page breaks before/after where neccessary, however I can't seem to keep the textbox's above their respective table when exporting to Excel. Is there something I ned to do to link the textbox to the table? Thanks!
