Strict Preset Security policy vs Anti-spam inbound (Default)

Question

If I enable the Strict Preset Security Policy more bulk and phishing messages are blocked.

If I disable the Strict Preset Security Policy and enable the Anti-spam inbound (Default) with more strict settings than the Strict Preset Security Policy less bulk and phishing messages are blocked.

The strict preset policy has a threshold of 4 and the Anti-spam inbound (Default) is set to 6.

I need to allow a third party domain to send bulk email.

Any suggestions?

Create a transport rule to allow it
