ad reports - not showing full data

I am trying to pull a daily ad report to get all eligible ads. The report somehow only includes those ads which have at least an impression. Is there a way I can get all ads (including those with zero impressions)?

Tried this both on the Bing Ads UI and using the Python SDK

    I have the same problem with Keyword Performance Report. The downloaded report contains the ads with at least 1 impression.
    Is there any way to change the report setting to get the ads with 0 impression too?
