Power Automate Flow: Add and Edit Excel based on Sharepoint List

Summary: I want a flow that will add a new row to excel each time a new record is added to a sharepoint list, and update existing rows in excel whenever a record is updated in sharepoint. The updating of existing rows is working, but if I add a new record to the sharepoint list, the flow continuously adds new records and if I don't cancel the flow it will just keep adding them. See screenshot of my flow below:

Condition formula is length(body('filter_array')) equal to 0

Microsoft 365 and Office | Install, redeem, activate | For business | Other
