Based on your description, I know the scenario you met. For this, since if wanting to share calendar to users out of orgainzation, we need to enable this in Admin center. But you said that you have changed the policy but still meet this scenario. Do you mean that have already done this? Here are the detailed steps: Share calendars with external users - Microsoft 365 admin | Microsoft Learn. If you did not set this, please set this and check the result. Noted: Only admin can do this.
If this still not work, since you have already tied to set the policy but still cannot work, so I think the cause of the problem is most likely due to an error on the server backend, because our forum lacks relevant knowledge and permissions, so to better help you, please kindly try to create a service ticket in the Microsoft 365 admin center to support > service requests through navigation, as they have more access permissions than on this forum, and professional engineers will further help you.
