Based on your description, it seems to be that you have a problem with the data validation on Excel wherein it has a different output in Windows 10 and 11. Let's work together to find the best solution to this problem.
To answer your question, as far as I know this functionality works the same with Windows 10 and 11. However, for us to properly isolate the problem, I would like to ask a few questions.
- May I know what is the version and product name of your Microsoft 365? Is it the Microsoft 365 Family/Personal or Business?
- Does this happen to an existing file or even with newly created file?
