Issue with "Draw" in office programs.

I am having precisely the same problem as the person in this thread:

I am not using a drawing tablet. I attempted all of the recommended fixes in that thread and nothing has worked. I have noticed that during the flickers, the CPU and GPU performance spikes, but Task Manager does not indicate that the spike is beyond the normal limits of the hardware.

I only began experiencing this issue after downloading the latest driver for my GPU from the manufacturer's website.

The issue occurs both in OneNote and Word.

    Thanks for reaching out to our Microsoft Community Forum. Please accept our sincerest hope that all is well.

    From the description and link provided you appear to be experiencing screen flickering with the Draw feature of Office apps. You began experiencing this issue after installing the latest driver for your video card.

    This issue may have been caused by settings in Windows or Office that need to be changed. Or it may also be a problem with the hardware components of the computer like an incompatible driver or a failing component. So, let us work together as a team to get to the bottom of this. But to better assist you I need to ask:

    1. What version of Office are you using? Microsoft 365 Personal? Microsoft 365 Family? Microsoft 365 Business Standard? Microsoft 365 Apps for Enterprise? Office 2016? Office 2019? Office 2021? I specifically need the Product name and Version number as highlighted in the guide and photo below.

    1. What version of Windows are you using? We specifically need the edition and version number of Windows your device is running. To find out which version of Windows your device is running, press the Windows logo key + R, type winver in the Open box, and then select OK. You'll get the window below and we need the information highlighted in red.

    1. Can you provide us a photo of your System Information window similar to the sample below? To get to this window please type msinfo32 in the Search box. Right-click System Information in the search results and select Run as administrator.

    1. How long have you had this issue? An exact date of when this issue occurred could prove helpful. If not possible an estimate in days, weeks or months will be fine too.
    2. Since it happened after installing the latest video card drivers, have you tried uninstalling the driver and see if that resolves the issue?
