First, you can. Check your internet connection and also if you use OneDrive to store your OneNote notebooks, check if you have enough storage space available. You can try resetting OneNote by clearing its cache and deleting any corrupted files. To do this, close OneNote and then navigate to the following folder: %localappdata%\Microsoft\OneNote\16.0. Delete any files or folders in this location, and then reopen OneNote and try syncing again.
