Filter range is not including all rows.

My filter range does not include all of the rows in it's criteria selection or when I apply a filter. The filter range seems to only be rows 1 through 20. The image is showing the filter selection options based on values in rows 2 through 20. As you can see "ROB" is not an option to filter because he appears for the first time in row 30.

    There's no image but I'll take a guess: usually this suggests that either the first 20 rows were selected when applying the filter, or there's a blank row at row 21.
