Decoding files(PDF or DOC) using Databricks/ADF

I want to read encoded(base 64) pdf /doc files from one ADLS Location ,decode the files and load them back into another ADLS Location in the same format.I want to achieve this either using Databricks or ADF.Kindly suggest some way to do so.
