Cloud based Project not working?

At work, we do not use office 365 - will this prevent me from buying and using MS Project cloud based? I am enrolled in the free trial - with intention to buy - for Project PLan 3. I tried creating a new project, I get a msg reading "Looks like you're the first one in your org to use Project! Hang on, it'll take us several minutes to get everything set up for you. We will send you an e-mail once everything is ready.", but after 3 hrs of waiting, I believe something is wrong.

    To answer your first question, as far as I know, you do not need to use Office 365 to use Microsoft Project. You can purchase and use Project as a standalone product.

    Regarding the issue you're experiencing with the free trial, it's possible that there may be a delay in setting up your account. However, waiting for 3 hours is quite unusual. I'm afraid this issue is related to the backend where it needs to further check by the related team who has higher permission to check issue from backend.

    Therefore, I recommend contacting Microsoft support directly for further assistance. They will be able to investigate the issue and provide you with a solution.
