Why does Planner limit checklist length

I am doing my best to use the Microsoft Planner that our state supplies its employees, instead of other subscription-based planning software like Trello or Wrike. However, I keep bumping into limitations in Planner that give me the impression that Planner works great, but only if you don't have anything complicated enough to be worth planning. In this particular instance, I am putting together a card for staff members who have to process voucher packets, and I'd like a checklist of the data points that each staff member must check on each voucher packet. I only get 20 checkmarks per list.

Why limit the number of checkmarks?

Is there some way around this without using a 3rd party app?
