Should I use Microsoft List with PowerAutomate or PowerApps?

I work in Procurement and need to confirm the best solution for a particular problem, either Microsoft List with PowerAutomate or PowerApps. We have a list of 100,000 parts with a particular sub category classification we'll call 'Taxonomy Code' and we need the capability for our category team to be able to review and make a mass update request across many parts to correct and reclassify the Taxonomy Code attribute of the part. I'd like for this list to be based on historical data as well as connected to another dataset in case new parts are created. When category managers make change requests, they need to be reviewed and approved (maybe in daily email batches rather than individual email per part change) by the current Director responsible for that part. Also, we want to be able to connect to this updated parts list and Taxonomy code as a table for other analytical reports in the in PowerBI. Which is the best solution for this?

    I understand your concern and to my knowledge, the best solution for your requirement should be Power Automate because Power Apps will help you to customize the List Form but the Power Automate will help to remind the related team about the changes made and approval requirement.
