Can't access shared contacts

We recently changed how we share corporate contacts within the organization. Before, we used Public Folders, but it was causing many issues. Now, we share a user mailbox account so everyone can access the company's contact list in Outlook and mobile phones. I have checked, and everyone has the same permissions. All except one user can access the shared contacts list. The user is getting the error shown below. Does anyone know how to check if there is an issue with a user account configuration? There are other issues with the account, and the user has been with the company for a long time.
