Error while creating Quarantine alert notification policy

I am trying to create a Quarantine alert notification policy. When i try to edit the Global Settings, I am getting the following error. The same error pops up even when i try to create a new policy with default global settings. any leads on how to resolve this? Exception of type 'Microsoft.Exchange.Management.PSDirectInvoke.DirectInvokeCmdletExecutionException' was thrown.
