Microsoft Power Apps for Developer - Error Code: 530035

I have been accepted into the Microsoft PowerUp program and I'm following the instructions to set up a Power Apps for Developer environment. I am on slide 11 of the Power Up program Quick Start Guide and I keep getting the following error information whenever I enter my account and password "You don't have access to this. Your sign-in was successful but you don't have permission to access this resource." With the following error details:

Error Code: 530035 Request Id:Correlation Id:Timestamp: 2023-10-03T20:59:25.435ZApp name: Signup ClientApp id:IP address:Device identifier: Not availableDevice platform: Windows 10Device state: Unregistered

I'm entering the correct account info and there isn't another account to sign in from. Any suggestions?
