The requirement is to migrate business processes developed using InfoPath, SharePoint Designer 2010 and 2013 workflows from SharePoint 2013 to SharePoint 2019.
The migration approach is either using Migration tool or Content Database Attach and Detach Method. Does the InfoPath support for SharePoint 2019 ? If so, is there any retirement time ?

As a supplement, Microsoft will ensure that the InfoPath 2013 client will work with SharePoint Server 2019 for the remainder of the client support lifecycle (2026).
As for modern lists/libraries, it depends on what you've done with them (e.g. if you've used a customized form via InfoPath, the list will render in classic mode), workflows will continue to run on them as expected.
