May I know which version of Microsoft Office you are currently using? Additionally, could you please confirm if you are using an organizational account, such as a work or school account?
Upon reviewing the error message, it appears that this error occurs when the Administrator of Microsoft Forms has disabled the feature for your account or the entire organization. To address this, you will need to get in touch with your Administrator and request that they enable the feature. Here are the steps to follow:
- The Administrator will need to log in to the Microsoft Admin Center through this URL https://admin.microsoft.com/ using the Global Admin Account.
- From the left side, click on User > Active Users.
- Select the users for whom you want to turn on Microsoft Forms.
- From the ribbon, click on "Manage product licenses."
- Scroll down, until you find the Microsoft Forms, just check it and click Save changes.
Note: SharePoint services must also be enabled to allow people in your organization to access Microsoft Forms. If the Microsoft Forms was checked try to uncheck it and then click Save changes, then recheck it again then click Save changes. It may take some time to reflect your changes.
