I understand how frustrating it can be when you encounter problems while using our products. Based on your concern, it is possible that the feature you are looking for is not available in OneDrive PDF. However, I would like to ask a few questions to better understand the issue you are experiencing.

May I know what device and operating system you are using? Have you tried updating your OneDrive app to the latest version? Also, have you tried using a different device or PDF editor to see if the issue persists?

In the meantime, you can try using the zoom in and out feature to navigate through the PDF while annotating. You can also try using a stylus or a mouse to scroll through the document.
