My approach to this would be to zip all the files up and share that. The sharee can then download the file and unzip it on their own machine and access it locally.
Uploading html file to share
I'm trying to use OneDrive to share an html file (including all CSS, Images, js folders and index.html) so that it can be opened in a browser by the recipient but what they get, after clicking on the downloaded index.html, is the html code itself and not the actual page loading in a browser. All suggestions gratefully received.

I don't believe you can accomplish what you want. OneDrive isn't a web server and doesn't honor the HTML codes that a browser and server exchange with each other. If I'm wrong, I"m sure someone will say so.

Appreciate you taking the time to respond Brian. So, an Ajar productions tutorial video says that you use Dropbox as a file sharing service (or Google Drive) but not sure she's actually suggesting it's use as a web server. See here at 1:28:
