As per your description, based on my test the error message occurs when a user starts a form, but does not complete it and try to complete at another time (i.e., next day). For example, the next day the rest of the users tried, and they are getting the same error.
In this scenario you may need to go to Microsoft Form>click on Settings>and change the during submission (form close date/time duration) and then again re-generate a Form link and then go to the Form response and now try to submit and check the outcomes.
