Based on your description, I understand that you have a query "Error: Migration migration."
Have you checked to make sure the recipient of the appropriate type for this migration is available on the target, have valid licenses and then try again? Have you tried sync their OU using the AD connect?
Please try creating a mailbox in Microsoft 365 with the specified proxy address and retry creating/starting the batch. Refer to Troubleshoot issues with IMAP mailbox migration - Exchange | Microsoft Learn.
