FSLogix Includes Not Working

We've seen this now across a couple different versions of the agent. I feel like it's a bug, but maybe I'm just missing something here.
Anytime a directory is added as include in the redirections.xml the application doesn't work. For example, AppData\LocalLow\Sun\Java\Deployment\security as an include creates the directory under both the normal profile and the local_ profile. The directory in the local_ profile is accessible, but the other is not and the application errors out.
