Apologies for the late response, hope you're doing well.
I haven't confirmed it yet, but if you are using iCloud sharing, you can try the method below:
Open notes, click ‘Back’ at the top left. This is your ‘Folders’ screen. You should see ‘iCloud’ and beneath it ‘On My iPhone’. On the right of iCloud it should say ‘Upgrade’, tap and hold it and it will upgrade your notes. If you’re like me and you never upgraded your notes that’s the solution.
I know you've tried a lot of troubleshooting method already. Below are the methods I have collected from community users that encountered the same error message.
- Tap on Apps and features in the left-sidebar. Search for OneNote and tap on the OneNote icon once. Click on Advanced options. Tap on Repair after scrolling down.
- Go to iOS Settings > OneNote > Reset OneNote > Delete Sign-In Credentials and turn the toggle on. Make sure OneNote is not running. Re-open OneNote and sign in again.
- Swipe up from the bottom of the screen and hold for a second, then swipe up on the OneNote app to force quit it. Then try reopening the app. Clear the OneNote program cache: Go to Settings > General > iPad/iPhone Storage > OneNote and select "Offload App". Then go to the App Store and reinstall the app. Delete the app.
- Check and make sure OneNote is running in the foreground. Logout and log back in to OneNote to reset your credentials and avoid authentication problems. Force a OneNote to sync OneNote for iOS (iPhone and iPad) Reset credentials.
The reason why I am focusing the troubleshooting is because the issue not happening on your Windows PC only on your iOS device.
