The "Open Sections" in OneNote are single, orphaned sections that are .one files outside a notebook in OneNote. They appear in "Open Sections" and normally disappear after closing OneNote³. If they are not editable, it might be because they are from a OneNote version older than 2010. If you let your mouse hover over the section tab, you'll see where it is stored.
If the pages in the "Open Sections" look like the deleted pages, it's possible that these are the pages that were not permanently deleted. It should be safe to delete them if you're sure you don't need them anymore. However, I would recommend making a backup of these pages before deleting them, just in case you need to restore them later.
