Apologies for the inconvenience caused and please don’t worry, let’s work together on your concern and move towards a resolution path.
I understand your concern and since you mentioned the changes made in the OneNote app on the Laptop is not syncing, I would like to suggest you to backup the data which is not synced to the cloud because the troubleshooting steps will remove the changes which are not synced to the cloud (please manually copy the changes that are not synced and paste it into the Notebook via opening in browser):
Step 1: After making the backup successfully, right-click on each Notebook> Click on Close this Notebook.
Step 2: Click on File> Account> Sign out from all Office 365 accounts> Quit all Office apps including the OneNote.
Step 3: Open the Control Panel> User Accounts> Credential Manager> Windows credential> Remove the credentials related to Office apps.
Step 4: Restart your PC> Open the Notebook in the browser> Click on the Editing at the top right> Open in the Desktop app> See whether the Notebook syncs without any issue.
If still the same, please check whether the OneNote app is up to date: Open the OneNote app> File> Account> Update Options> Update Now.
If the OneNote app is up to date but still having the sync issue, can you please change the network connection and see whether the Notebooks syncs without any issue?
If the same issue even after changing the network, please perform Online Repair to the Office apps and check the outcome. Reference: Repair an Office application - Microsoft Support
If nothing works, we are sorry and would like to confirm since the Notebook is in SharePoint, can you please check whether other users who are having access to same Notebook is having sync issue?
