procmon v3.84 starts infinite copies of itself, never runs

I just downloaded and tried to run procmon v3.84
This is on Windows 10 20H2.
It starts up copies of itself (the procmon.exe or procmon64.exe process) in what seems like an infinite loop (as seen from process explorer) and never actually brings up the GUI

    Ok actually the cause of this seems to be that I was (inadvertently) running it from an elevated explorer.exe GUI shell (from the elevated file explorer). Starts up ok when run from a normal non-elevated explorer.exe GUI shell (and prompts for itself to elevate)
