Cannot log into the Hardware Developer Program - Infinite Redirect Loop

I am trying to log into the Hardware Developer Program at this page: https://partner.microsoft.com/en-US/dashboard/Registration/Hardware?step=GetStarted

It takes me to this page where i sign in to Azure AD https://partner.microsoft.com/en-US/dashboard/Registration/Hardware?step=AzureADAccount

I am logging in using my Azure AD account administrator, at least as far as I can tell. I am the owner of the Azure account and can log into Azure with no problems.

I click the button to sign into the account and enter my credentials. It seems to take some time, then I just end up back at the first link.

I have tried this with multiple browsers on multiple computers, using incognito Windows and all the normal tricks to work around these issues.
